Rome - Security doubled up 24/7: within and along the borders of the nomads' camp. obligation to identify everyone that enters it: both residents, to which will be given an id card with a photo and their name, and occasional visitors. obligation to note every person who enters on two different registries. prohibition to enter, park or transit to cars and motorcycles. prohibition to have family and friends in after 10pm. prohibition to light fires out of the authorised zones. these are some of the rules included in the 'rules for the management of the villages equipped for nomadic communities in the Comune [more or less "county"] of Rome'.
a long list of duties and rights, requisites to stay in or enter, permits and ways by which, from now on, the ten rom camps of the capital city will be constantly monitored. a number that has yet to be defined, though: as the mayor Alemanno precised, soon other two or three settlements will be added to the seven ones already existing on the territory of rome, and they will be created ex novo [from scratch] in periferic areas.
every camp will be equipped with a strict vigilance device, that can be strengthened by the use of video cameras: the army will patrol the outside, and there will be a stable group of police officers, or security guards in alternative, patrolling the inside - they will have to guarantee security inside the camp, take care to note the presence on a registry, verify the identity of visitors and note every person entering.
written by the prefect giuseppe pecoraro as the commissary for the nomads emergency [no shit mate], it is the first written text of rules for the roman camps. the aim is clear: discipline univocally the management and conduct rules that the gypsies [no, i'm not kidding] need to abide to if they want to be able to stay in the authorised settlements, which the Campidoglio will manage with the help of a consultive Committee that includes, other than representative of the comune [county], asl [local health care], firefighters, the police, and a rom delegate. the only places where nomads will be able to live, once the new discipline will be in act.
requisites. to conquer the "residency" in the village, which will be valid for two years, they will have to obtain the authorisation of the department of social politics, that can release permits to use certain parts of land to park house trailers, prefabricated buildings and services. after this, within 30 days, they will be written in the registry of the population resident within the area of rome.
however, those who have a definitive sentence or have been in prison for more than two years shouldn't even try: they will be denied access. as for the others, the non-eu residents will have to have a regular residence permit or an equivalent document; italians or eu citizens will have to have a valid id. who doesn't have either of these, will have to demonstrate to have lived in italy for 10 years minimum.
id card. to be able to enter the camps it will be necessary to be identified. so, a card with a photo and name will be given to all people living there, children included.

repeal of authorisation. the sanction will be hard for those who do something wrong: expulsion from the camp within 48 hours from the repeal. in case of a refusal, the mayor will be able to ask help from the police. everyone that does not abide by the abovementioned rules will lose the right to live in the village; also if they leave the assigned building they were assigned to in the village for more than three months, apart from when it is expressly granted to; if they refuse a number of time a job offer; if they get sentenced, with a definitive sentence, for more than 2 years of jail for crimes againsts property or people; if they have a behaviour that creates deep trouble to safe and civil cohabitation.

on 2009-02-21 08:15 am (UTC)i don't know why italians are not WAKING UP and LOOKING AT REALITY IN THE FACE. this is not normal, and i could name a tons of other things that are not normal in a democratic nation. i mean (last thing i swear), a couple days ago they condemned some bloke (probably a lawyer - i don't remember) for corruption. corruption, because he took money for berlusconi, and it was proved during the trial that led to his sentence. NOBODY HAS STARTED A TRIAL AGAINST BERLUSCONI HIMSELF, who fucking PAID the guy.
i know every country has its problems, but seriously, i believe italy wins an european prize at least.
